This reminds me of the time I went to open an account with Halifax Building Society in the UK: they wouldn't accept a provisional driving license, which is an official government document with my photo, signature, date of birth, and permanent address on it, all printed on watermarked paper and sealed under patterned clear plastic; however, they were quite happy, instead, to take an International Student Identity Card, which was provided to me by the Students' Union with little or no verification of details (I know several people who got themselves ISICs with a year or two added to their age, for example.)
