I'm sure that in context it was probably referring post-incident disciplinary procedures, rather than procedures to prevent the flying of plutonium through civilian airspace by accident.

I wonder what's considered the correct way to transport warheads. Armoured trucks? Airlift but with special procedures to keep civilian traffic away while it's going on? Do they just try NOT to transport them at all? How did all those Minuteman silos get stocked with their weapons and de-stocked when they were taken offline?
