The country code (+234) is Nigeria. I'm assuming the rest of the number is a premium-rate SMS service with the fund$$ going to the scammer.

That reminds me of an editorial (http://allafrica.com/stories/200705060027.html) arguing that Wolfowitz has done a great job at the World Bank. It was written by "the chairman of Nigeria's Economic and Financial Crimes Commission". Sounds like he's the scammer king.
