I suspect that not one of the public reps is aware of that detail and that the decision was taken by a member of the permanent government.

Oh, indeed. I was using "public representative" to mean "someone who does stuff in a governmental capacity, approximately on my behalf". I should know better than to leave such pedant bait in my livejournal...
