we have that around here occasionally. and there was a really bad episode of it in Maryland when i was growing up, where a couple of people were killed or badly injured.

agreed, but I also think that since this is a toll road, and going on previous tolling experience we will (a) be gouged for the use of it and (b) the tolling will extend beyond any originally scoped plan, the toll collectors should be obliged under penalty of grizzlies to add either surveillance cameras to the flyovers, and/or some simple-yet-effective netting and a regime of inspecting said netting. Obviously you can imagine me to be less in favour of the camera option, but it may prove to be the more useful one in this scenario.
