Your post came up just as I got notification of the breaking news that there's more Mad Cow in the US (http://www.cbc.ca/story/world/national/2005/06/24/us-madcow050624.html).
The only discouraging part is that they're saying the incidences that they're calling torture are isolated incidents where the guilty parties are already being punished. They're still dodging the question of "are the current sanctioned practices torture, and are we OK with this?"
