I would have to agree that Officer Ryan's understanding of First Amendment jurisprudence, taken as a whole, is a bit weak. That statement by itself, though, could be reasonable - if someone does not wish to allow another the opportunity to assert their constitutional rights in court, all they have to do is not violate those rights, and everyone's happy.
