Did they really think through the preparations for this visit or did they figure the more armaments on display, the better? If the whole point is to protect the American President, deployments this large are going to be in the way rather than help. They're protecting a small number of individuals, not fending off an invasion.

I think that the government wanted to illustrate to GW Bush just how unwelcome he is in Ireland without coming out and actually saying it.
