The fingerprinting is done on a sensor pad. No ink, just current.
There was a wire article yesterday that said there are 27 countries whose citizens are exempt, but didn't detail which ones. I couldn't find a list on the Dept of Homeland Security website. I assume it's the W. European countries the US deems favorable (England, Ireland, Scandinavian countries, Germany, Poland, probably not France) plus the Asian nations with strong borders (Japan, S. Korea, Australia), and a salting of others (Israel, and I bet Saudi Arabia's on that list as a favor from Cheney).
'Scuse me while I boggle. Exemptions of that kind seem to defeat the purpose of the system. This year, two UK subjects were involved in an attempted suicide bombing in Israel, and several others are currently locked up in a certain corner of Cuba. And if you're right about Saudi Arabia, well, that's gonna really make sure that there's no repeat of 9/11...
I suppose that implementing this idea is another fine example of politicians being seen to do something. The only important result is the one in the next election.
